Southern Independent Conference Officials Association is entering
our fifteenth year as a viable and dependable supplier of game
officials working football. The officiating staff combined is over 130 officials and is comprised of people
dedicated to not only superior work on the field, but they
continue their education both in the off-season and during
the sports actual playing dates. For example, our football
staff starts preparing for the fall season in May with meetings
and four weeks of classroom and field training. They must
take a 100 question examination with a satisfactory passing
grade. All officials are evaluated all season
long. This keeps their game at it's very highest, and gives
them the opportunity for selection into post season playoffs
SICOA officials are fully insured. They also go through an
annual national criminal background check. Our staff are required to sign independent contractor agreements
assuring them the opportunity to officiate as much as possible
in order to gain valuable on the field and classroom experience.

Now starting their seventh year, FCAPPS stands for Florida Christian Association of Private and Parochial Schools.
SICOA is proud to have worked this conference since 2009.
FCAPPS offers competitive tackle football for middle school, junior varsity and varsity teams that cannot field 11 man traditional football teams. They play 8 x 8 in a very competitive and exciting format where scores generally are in the 40's and 50's. The field is smaller and teams have specific offensive and defensive restrictions. When the conference first started,
only a handful of schools participated, most in the Tampa Bay area.
In 2013, over sixty schools competed state wide from Ocala to Naples and Jacksonville to Miami. Donahue won the 2013 state championship in front of hundreds of fans on December 14 at Lakeland's Bryant Stadium.
SICOA officials as well as officials throughout the state enjoy working these games using four man crews. It's a great training ground as well as giving valuable varsity game experience to those officials that may not otherwise be afforded the initial opportunity.
To learn more about FCAPPS, please visit their website at http://www.fcappssports.org. The Commissioner for FCAPPS is veteran bay area coach and administrator Chuck Howard.
FCAPPS football season runs during the traditional fall months starting in August and running through early December. They also offer programs in other sports such as cheerleading and basketball.

For youth games, SICOA
is one of the largest provider of youth officials in football in
the state of Florida. Presently, we book 38 youth parks in three conferences every
Saturday in the fall and winter. SICOA has annually been awarded
post season bowl games including the National Pop Warner Football Championships at Disney's Wide World of Sports, The National
Youth Football Championships at Daytona Beach, The American Invitational Youth Football Championships and the annual
Game Day of Champions at Raymond James Stadium in Tampa. Weekly detailed bulletins go out to all conferences and an e-mail confirmation listing all games and crews assigned to assure no game is overlooked., SICOA officials also service the Florida Spring Youth Football League 8 x8 program with 200+ teams competing state wide starting in February.
Our officials worked more than fourteen hundred youth games during the fall season in 2013.

After many years, the SICOA Board of Directors decided to cease booking minor league games. This was due for a variety of reasons including insurance, host team financial responsibility to the officials and inadequate playing venues. SICOA may re-visit opportunities to assign officials in the future. But at this time, we have directed our staff that work minor league football to other conferences including The Florida Football Alliance (FFA) and The United Football Federation (UFF).
Please visit the minor league link from the main menu of this website for additional details on minor league football in Florida.
In 2003, SICOA signed their first ever collegiate program with Webber International University, (Babson Park). The following year, Edward Waters College (Jacksonville) became the second university to be serviced by our association.
Officials state wide were selected to officiate including many current and former SICOA members that got their initial starts with us.
In 2010, the board of directors made the reluctant decision to no longer service colleges due to both internal conflicts and mandates set forth by the schools that we felt could not be achieved under the current circumstances.
But in 2011, Ave Maria University (Ave Maria Fl.) signed with SICOA to provide game officials for their brand new NAIA program. We serviced the school for two years. In 2013, it was decided to not pursue another contract. Basically, the officials in Florida that were ready to officiate at that level or were on the SICOA collegiate staff were recruited by other conferences which made it very difficult to assure quality crews for their home games.
We are proud of the officials in our group that have advanced to the D-3, FCS and BCS levels; thanks in part to our small investment in offering a collegiate staff for a number of years. Some of those same officials can be found on a Friday night or Saturday working SICOA contests, mentoring and training the future candidates for collegiate consideration
Please visit the collegiate page of this website for information on collegiate conferences and their contact information.
Our game fees are competitive with all other associations within Florida. We do not invoice for schools outside the immediate Tampa area for travel that are under contract. We follow the guidelines as set annually by the FHSAA, and offer strictly one (1) year contracts to all serviced schools and youth organizations to assure quality and no long term obligations. Most of our schools, youth conferences and tournaments / bowls have retained our association annually for many years showing not only loyalty but satisfaction with the officials provided. Game fees are negotiated each year within the terms of the contract along with any other special needs or criteria that our contracted schools and youth associations wish.
SICOA also has a program where all contracted schools and / or youth associations may pay us in advance directly and we in turn compensate the officials through bank EFT payments. Public School districts are invoiced at season's end for all home games and may pay us upon receipt and confirmation of the services listed.
